Perhaps if the process to become a developer wasn't so arduous and bureaucratic it wouldn't require as much manpower. I'm an avid Gentoo user, but when I looked over the process that was required to become a developer, I was demotivated. A lot of it strikes me as red tape that you'd see in a company, not a community. I like the test idea, and I like the mentoring idea. Even the probationary period sounds good. The rest?
In my opinion, the proxy-maintainer project is one of the two best initiatives Gentoo, as an organization, has taken since... it became an organization!
The other one being... sunrise !

The best initiatives an organization can take are those which actually make things move forward. Which develops more "enablers" than brakes ! Which open rather than close.

Enablers ! That is indeed what these proxy-maintainers are.

Look :

1/ Six months ago, the official Gentoo dev in charge of some package marked himself "away" for... a week or so...
2/ You know well this package, are able to patch the code, tweak it, you maintain it yourself for... yourself. Yourself ? Yourself only !
3/ OK then ! What about making your work available to all gentooers ?

Hey ! Only Gentoo devs can commit ! And you are not ready to learn and practice all what Gentoo devs must know just in order to make your work available to others ! Because Gentoo's standards are hight, the cost is far too high and... I'd say... you are correct !

Oh wait ! There are two different jobs in there. The one of maintaining a package and the one of opening this maintenance to everyone !
This is exactly what this proxy-maintainer project figured out ! Do the first job you are competent for, proxy-maintainers will take the other one in charge !

Great idea ! Great initiative ! And... not the least, I can say : IT JUST WORKS !
So... Do try it !

A big THANK YOU to all the project members and, in particular, to its leader Markos.
